- Promote and ensure, under the established national and international regulations, the definition of the operational safety policy for the Company, guarantee the respective implementation and disseminate regular information to the Management Board on the current situation of the Company in this particular area.
- Define procedures and operational and maintenance routines ensuring the respective harmonization and consistency throughout the Company.
- Determine indicators that allow a correct analysis and an assessment of the Company’s operational performance.
- Define the policy for operational training at the Company.
- Perform the Operational Safety Inspections deemed necessary towards the detection and correction of anomalous situations at the operational sectors.
- Coordinate with the structure of the Company the elaboration of the strategic guidance proposal for NAV Portugal to be submitted for the approval of the Management Board.
- Coordinate the bilateral environment of NAV Portugal with other stakeholders, striving for the definition of positions by the Company on several matters concerning national and international entities.
Monitor the technologic strategic developments of the area through the interaction with the relevant national/international entities, ensuring the definition of positions and opinions of the Company.
- Ensure the activities for the optimum development of the Company’s Quality and Environment Management specifically, the creation, development, monitoring and improvement of the respective system ensuring the certification and maintenance of the latter in accordance with the applicable regulation.
- Develop the necessary activities in collaboration with all the áreas of the Company in order to incorporate the Occupational Safety and Health Management in the Quality Management Integrated System according to the applicable regulation. 
- Monitor and coordinate all the actions stemming from the SW FAB Initiative.
- Propose to the Management Board the necessary measures for the accomplishment of the Quality and Environment Policy.

Main sub-area functions:

Safety, Operational Development and Human Factors (SEGNA)
- Develop Management Safety awareness and thorough understanding.
- Propose, for the approval by the competent area, the safety policies or standards and ensure the respective application
- Propose, for the approval by the competent area, a Safety Management Programme/manual and ensure the respective implementation
- Prepare, propose and perform the Safety Surveys
- Register, research/analyse the Safety Occurrences by building conclusions and monitoring the implementation of recommendations.  
- Formulate and monitor ATM training, by coordinating with the Training Centre the training sessions to be performed.
- Introduce the concept of Human Factors throughout all the activities of air traffic management.
- Provide assistance to all the operational staff regarding critical incidents.

Operational Safety Assessment (NASO)
Coordinate, by verifying and validating, all the activities concerning the safety assessment methodology (SAM).
Collaborate in the implementation of the safety assessment monitoring system.
Monitor the regulation and international standards on Safety and propose the respective adaptation and application throughout the Company.

ATM Analysis and Prevention (NAPATM)
- Coordinate the activities for the investigation and prevention of incidents.
- Perform the analysis/investigation of occurrences with an impact on safety, ensuring the articulation with external entities (GPIAA/INAC) concerning the situations with an ATM related contribution, centralizing and maintaining the respective registry.
- Execute reports and/or safety recommendations and monitor the implementation of the proposed improvement measures.
- Foster prevention campaigns.

Operational Procedures and Standards (PROPER)
- Ensure the harmonization and sharing of good practices in the definition of operational procedures and routines.
- Ensure the definition of the necessary operational requirements and standards for the implementation of new procedures and configurations of airspace.
- Ensure the definition of the necessary operational requirements and standards for the creation, implementation and operation of new systems and equipment.
- Coordinate the preparation, publication, national and international dissemination of all the pertinent aeronautical information.

Air Space and Procedures (ESAPRO)
- Perform studies for the creation of new airspace volumes, respective procedures and use regulations
- Adapt airspace structures to the variations of traffic flow
- Create landing and take-off, approach and departure procedures and respective procedure charts
- Perform studies for airfield airspace, namely concerning the take-off and landing surfaces.
- Perform studies for aircraft taxing in the manoeuvre areas of airfields and respective signalling.
- Create binding regulation mechanisms for air traffic services at national and international level (Letters of Agreement)
- Establish regulating standards for the coordination between air traffic services airport entities (Letters of Operation)
- Perform projects for procedures and operational routines.
- Define operational requisites and monitor the development of projects for the entire air traffic services.

Regulations, Operational Standards and Systems (REGPOP)
- Create binding regulation mechanisms for air traffic services at national and international level (Letters of Agreement)
- Establish regulating standards for the coordination between air traffic services airport entities (Letters of Operation)
- Perform projects for procedures and operational routines.
- Define operational requisites and monitor the development of projects for the entire air traffic services.
Development of Information and Aeronautical Communications (DESICA)
- Provide operational requisites for the developments and installation of the national AIS and communication systems under the frame of the aeronautical fixed service
- Create standards and mechanisms for the harmonization of all the aeronautical information in Portugal.
- Conduct studies of operational standards and procedures for application in the AIS and AFS sections.

Maintenance Procedures and Efficiency (PROMAN)
- Participate, within the technical scope, in the definition of safety development measures and operational performance improvement.
- Perform studies and other activities concerning Maintenance Engineering, proposing solutions in order to optimize equipment/systems.
- Assess and propose changes to maintenance programs in order to maximize efficiency and performance of the equipment/systems and used resources.
- Provide, under the collaboration with the Maintenance areas of the Operational Departments, preventive maintenance standards for equipment/systems.
- Perform in coordination with the Maintenance areas of the Operational Departments, the investigation and internal analysis of equipment/systems failure that may have contributed for the occurrence of incidents or that constitute a high potential risk.

Traffic and Techniques Indicators (INTRAF)
- Support the operational areas in the statistics analysis and information processing in order to allow a correct analysis and assessment of operational performance.
- Create processes of data gathering, in collaboration with the users, ensuring a continuous updating.
- Gather the necessary information, produce and analyse performance indicators in the traffic and technical area.
- Compile data, create statistics and forecasts for traffic and service units.
- Develop studies, based on gathered data, to allow the setting of objectives or performance levels for the operational and technical activities.
- Crate, based upon the processing of gathered information, pertinent tasks to support decision taking, preparation of replies or external requests.
- Cooperate with PROPER and PROMAN for the definition of the availability and reliability figures of new systems in order to build requisites for the project areas.

Strategic Development and External Affairs (DERE)
- Monitor and perform analysis on the trends of the aviation sector, proposing strategies and guidelines for the Company. 
- Recommend strategies and guidelines to the Department, that reflect the positioning and future of the Company on the several subjects under analysis at international organizations.
- Monitor working groups where NAV Portugal is represented and, in accordance with the defined strategic guidelines, undertake lobbying actions for the guidelines and resolutions of national and international organizations.
- Coordinate NAV Portugal interaction with national and international entities in accordance with the guidelines and directives of the Board.

Operational Safety Supervision (ISOP)
- Perform inspections in services, equipment, systems and infrastructures for air navigation services, in the area of quality, safety, adequacy and efficiency of the service provision.
- Provide a structure and update for the activity development data base.
- Support and cooperate with the inspections undertaken by external entities.
- Cooperate with the remaining offices of the Department and with the other Departments of NAV Portugal for the definition of preventive and corrective measures that contribute for the service improvement.

Quality and Environment Integrated Management (GIQUA)
- Propose to the Board the necessary measures for the fulfilment of the Quality and Environment policy.
- Support the implementation of actions under the frame of the Quality and Environment Management.
Coordinate the creation, development and monitoring of the Quality and Environment Management System.
- Ensure the SHW internal services management and propose the necessary measures for the prevention of professional risks, safety and health of the staff in accordance with the legislation in force, ensuring the information and training of staff in these areas in coordination with the Training Centre (FORMA)
- Ensure the requisition of external services, namely Health at Work as an additional feature of the SHW services.
- Create and submit annually for approval by the Board the SHW action plan and after approval promote the respective dissemination and monitoring.
- Ensure the prevention and environment management and propose the technical conditions to achieve the respective application.
- Implement and maintain the certification for Quality, Environment and SHW management systems into an integrated system, ensuring the maintenance and upgrading of the computer software (IXIS) supporting the QEMS NAV, as well as the respective compatibility and integration.
- Consolidate the necessary information for the Annual Report of the Company Social Activity (Single Report) and provide to the entities with supervision competencies the documentation of the HSW and environment activities, ensuring the adequate archiving actions in the respective legal time frames.
- Ensure and coordinate the functioning of the HSW Commission by providing information and consultation to the staff representatives under the scope of the aforementioned activities.

SWFAB Advisory Office (ASSFAB)
- Propose for high level approval, strategies and guidelines under the scope of the Network Management Board (NMB).
- Monitor the implementation process and technical, operational and institutional development of the SWFAB
- Coordinate the activities of the SWFAB Operational Board (SFOB) with the future Working Groups (WGs).
- Coordinate the activities of the SWFAB Operational Board with international organizations (Eurocontrol, European Commission, ICAO) operating in the field of air navigation service provision.
- Coordinate the collaboration/participation of the SWFAB activities with neighbouring FAB’s (UKIreland and FABEC) and with ONDA Morocco.
- Coordinate the implementation of the SWFAB strategic policy in collaboration with the SWFAB Governance Board.
